Biography

submitted by the candidate or their team
Tim Down has almost 40 years in property valuation, assessment, taxation, and real estate brokerage. Previously elected as a municipal councillor. He is running for Kelowna Council to bring independent, practical judgment, financial discipline and measurable results to City Hall.

Tim Down brings nearly four decades of professional experience in real estate, property valuation, assessment, taxation, business advisory and public service to his candidacy for Kelowna City Council.

Professionally educated and trained in property appraisal and assessment, Tim has built a career examining how property markets, taxation, investment, infrastructure and public policy affect individuals, businesses and communities. His experience spans both the public and private sectors, including senior corporate advisory and real estate leadership roles, property assessment, commercial brokerage and consulting.

Tim also brings direct municipal government experience, having previously served as an elected City Councillor in Terrace, British Columbia. That experience gave him a practical understanding of Council's responsibilities, the competing demands on public resources and the importance of making decisions that serve the broader community.

Throughout his career, Tim has contributed to professional associations, community organizations and volunteer initiatives. He believes that public service is fundamentally about responsibility, fairness, listening to others and leaving a stronger community for future generations.

His professional background has shaped a disciplined approach to decision-making. Before committing resources or supporting a major initiative, Tim believes elected officials should ask straightforward questions:

  1. What problem are we trying to solve?
  2. What does the evidence tell us?
  3. What reasonable alternatives exist?
  4. What will it cost, both today and over time?
  5. Who benefits, who pays and who carries the risk?
  6. How will we measure whether the decision actually worked?

Tim recognizes that municipal government must balance financial responsibility with the need to maintain essential services, protect public safety, support attainable housing, encourage investment and prepare for future challenges.

He believes effective leadership is not about defending every initial position or promising simple answers to complicated problems. It is about exercising sound judgment, respecting differing perspectives, being transparent about trade-offs and remaining willing to change direction when better evidence becomes available.

Tim is running for Kelowna City Council because he believes his combination of professional expertise, business experience and previous municipal service can make a meaningful contribution at a consequential time for the city.

His commitment is straightforward: Better decisions. Better services. Better value.

He wants to help build a Kelowna that is safe, economically resilient, financially responsible and prepared to meet the needs of both current residents and future generations.

Reason for running

submitted by the candidate or their team
I will propose an annual Municipal Cost Statement showing residents what City services cost, how they are funded and what taxpayers receive. Major spending decisions should be evaluated against clear costs, alternatives and measurable outcomes.

I am running for Kelowna City Council because the decisions made today will shape our community for decades, and those decisions must be financially responsible, evidence-based and focused on measurable results.

With nearly four decades of professional experience in property valuation, assessment, taxation, real estate and business advisory, along with previous municipal council service, I bring practical experience in evaluating costs, risks and long-term consequences.

My priorities are safer streets, accountable spending, attainable housing, a stronger local economy and community resilience.

I believe good government begins by asking the right questions: What is needed? What are the alternatives? What will it cost? Who benefits and who pays? And, most importantly, did it work?

My goal is simple: Better decisions. Better services. Better value.
